Summary Objective

The purpose of this position is to conduct policy and program research, analyze policy, regulations, and
administrative data sets, work directly with state and local partners to support policy creation,
implementation, and contribute to the design and preparation of technical assistance. Identify current or
impending problems, create solutions, and evaluate other proposed solutions that guide Public Works that
may include aspects of transportation, engineering, solid waste services, operations, and other related topics.

This class works under general supervision, independently developing work methods and sequences.

Examples of Duties

ESSENTIAL FUNCTIONS

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Establishes, communicates, and implements policies and programs, provides technical guidance on regulations, policies, strategic planning, and coordination of programs and affiliated initiatives and activities.

  • Develops strategies, equity analysis results, progress and recommendations to community and staff using written reports and presentations. Identify areas for improvement and solve problems in current policies.

  • Conducts in-depth research to analyze the effectiveness, benefits, and drawbacks of current and proposed policy frameworks.

  • Assess, initiates, and interprets governmental economic factors and policy in order to perform cost benefit analysis and research of a quantitative and qualitative nature used to develop policy and programs and evaluate their effect.

  • Consolidates and modernizes policies that are essential to mitigating risk and maximizing the public good.

  • Coordinates policy initiatives, collaborates with and convenes with community partners on activities that support LMG equity goals.

  • Provides a high level of expertise in research design, analysis and data needed to examine issues, trends, and program evaluations. Uses data and information to assess and understand issues, evaluate options, form accurate conclusions, and make proper recommendations for legislative amendments, regulations, guidelines, and policies/procedures.

  • Assists and acts in a confidential capacity to leadership who formulate, determine and effectuate management policies, program structures, fiscal and budgetary funding and allocations.

  • Interacts with individuals and groups from the community to develop and maintain productive relationships and achieve results.

  • Develops recommendations designed to improve efficiency and effectiveness.

  • Performs related work as assigned.

Minimum Requirements

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Bachelor’s Degree in Community Health, Law, Public Administration, Public Policy or related discipline.

  • Three (3) years of analyzing policies, laws or regulations or related experience or an equivalent combination of education, training, and experience.

PHYSICAL DEMANDS:

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
