Job Duties

Responsible for analyzing the efficiency and efficacy of compliance and enforcement procedures and policy directives to identify areas for operational improvement internally and to improve compliance by the regulated community. This includes reviewing and assessing data related to the Office of Drinking Water’s (ODW) compliance and enforcement efforts and policy implementation, including developing relevant metrics and reporting findings to colleagues in ODW’s Division of Compliance, Enforcement and Policy. Reviews compliance data of waterworks to identify areas to improve ODW’s efficiency and efficacy in carrying out compliance and enforcement functions. Analyzes ODW policies in light of compliance data findings to identify areas to improve ODW policies and procedures, including directives to ODW staff. Identifies new metrics for development to improve oversight of the compliance and enforcement process. The position may also be involved in performing tasks to centralize certain compliance and enforcement-related functions to improve ODW’s compliance monitoring and enforcement efforts.

Minimum Qualifications

•   Experience conducting policy research, including identifying policy options and assessing potential impacts.
•   Demonstrated expertise in quantitative and qualitative data analysis, data visualization, and communicating findings and recommendations.
•     Experience analyzing compliance and enforcement data and policies to develop metrics and recommend operational improvements.
•     Skilled in preparing reports, profiles, and documentation, ensuring accuracy and adherence to organizational standards.
•     Experience independently managing projects, handling sensitive or complex issues, and meeting deadlines with minimal supervision.

Additional Considerations

•     Knowledge of the Safe Drinking Water Act, the National Primary Drinking Water Regulations, Virginia’s Public Water Supplies Law, and the Virginia Waterworks Regulations.
•     Knowledge of the Office of Drinking Water’s policies, procedures, and operations.
•     Technical knowledge of waterworks operations.
•     Familiarity with the Safe Drinking Water Information System (SDWIS).
