GENERAL STATEMENT OF DUTIES
Perform a wide variety of specialized duties related to voter registration file maintenance, preparation for, and conduction of elections in a non-partisan manner. Prioritize and manage multiple tasks in compliance with local, state and federal laws, rules, and regulations, and at the direction of supervisor.

SUPERVISION RECEIVED
Receives direction from the Elections and Recording Manager, or designee, who sets goals, assigns and reviews work for accuracy and conformance to department standards, and provides guidance for independent judgment and decision making in accordance with local, state and federal laws, rules, and regulations.

SUPERVISION EXERCISED
This position is responsible for exercising lead direction, will schedule, manage, and train employees, including election board workers, as required to carry out assignments of established goals and objectives.

Typical Duties - Duties include, but are not limited to the following

  • Maintains voter registration files. Enters voter registration data into statewide database with speed and accuracy. Proofreads and edits data entered. Maintains implemented procedures related to voter eligibility. Enforces federal and state Election laws.
  • Coordinates agency-based voter registration.
  • Receives, reviews and processes candidate filings, initiative, referendum and recall filings, voter pamphlet filings.
  • Processes county, city and district annexations and updates elections addressing system based on voting jurisdictions. Assists with jurisdictional mapping.
  • Compiles and evaluates voting statistics and reports.
  • Provides training to temporary staff and election board workers.
  • Prepares procedures and directs the issuing of ballots.
  • Assists in receiving, processing and counting and securing returned vote by mail ballots.
  • Assists with layout and proofing of ballots, flyer inserts, voter pamphlets and other documents.
  • Directs customer service with the public.
  • Interprets and applies statutes relating to all phases of elections to voters, candidates and political parties.
  • Maintains absentee voter module and processes absentee ballot requests in accordance with the Federal Voting Assistance Program (FVAP) and the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA).
  • Provides support to Elections Support Specialist and the License and Recording Department.
  • Works multiple shifts and weekends during election cycle with dependable, regular and punctual attendance.
  • Complies with department and county policies, procedures and regulations including but not limited to the restrictions of political campaigning while on the job during working hours.
  • Issues marriage licenses, assists in passport application acceptance, and assists records management, including archiving.
  • Performs other duties as assigned by the supervisor.

Requirements for the Position

EXPERIENCE AND TRAINING

  1. Graduation from high school, or equivalent; AND
  2. Three years of progressively responsible office experience in a team environment; OR
  3. Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.
NECESSARY SPECIAL REQUIREMENTS
  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history.  Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.  The policy can be found at:  http://apps.co.marion.or.us/APAP/.
  • The finalist for this position will be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position.
  • This is a full-time position, which is eligible for overtime.
  • This position is represented by a union.
  • Typical Work Schedule:  Monday - Friday, 8:00 a.m. - 5:00 p.m., with flexibility depending upon the needs of the department and program.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of Oregon election and registration laws; election office procedures; modern office equipment, computer systems, and proprietary software application, practices, procedures and techniques; office record keeping and reporting systems; organizational and time management practices; English composition, spelling and grammar; editing and proofreading techniques; and effective verbal and written communication skills.  Skills to operate a variety of office equipment including multi-line telephones, multi-functional copiers, printers, scanners, and election equipment; multiple software programs including data processing of input and output reports; evaluating data to prepare clear and concise reports; cash handling techniques and practices; managing multiple deadlines and projects simultaneously; strong organizational skills; and providing customer service in a courteous, professional manner.  Abilities to establish and maintain cooperative and professional working relationships with coworkers, agencies, the public, and the media; work efficiently, independently and as a team member; operate under stress in a fast-paced, transparent environment; provide a high level of accuracy in all data products; multi-task; be flexible with work assignments; share personal workspace with public observers; willingness to work overtime; willingness to accept division parameters for vacation times; and provide backup to other positions as needed.

PHYSICAL REQUIREMENTS
Operates a motor vehicle; sees using depth perception; reads an 8 pt. font; distinguishes colors and shades; speaks with a clear and audible voice; hears a normal speech level; sits; moves about the work area; uses hands and fingers to grasp and manipulate objects; operates a computer; bends; reaches overhead; lifts up to 50 lbs.; pushes/pulls up to 50 lbs.; uses office chemicals such as toner.

PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program.  Through the Public Service Loan Forgiveness Program, full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Student Loans after 120 qualifying monthly payments under a qualifying repayment plan.  Questions about your student loan eligibility should be directed to your loan servicer or the US Department of Education.

VISA SPONSORSHIP
Marion County does not offer VISA sponsorship. Within three days of hire, you will be required to complete the US Department of Homeland Security’s I-9 form confirming authorization to work in the United States.
