Job summary

As part of the ICNA Relief USA team, the Government Affairs / Public Relations Manager plays a critical role in shaping and communicating the organization’s public policy positions, building strategic relationships with government entities, and leading advocacy efforts. This role requires alignment with ICNA Relief’s mission and strategic goals. The employee must refrain from engaging in any outside business activities without prior written approval.

Key Responsibilities

Legislative Engagement

· Build and maintain relationships with federal, state, and local government officials.

· Provide policy advice to senior officials to support ICNA Relief USA’s programs.

Policy Monitoring & Communication

· Track legislative and regulatory developments.

· Identify opportunities and risks and communicate updates to leadership.

Public Policy Messaging

· Guide PR dept on ICNA Relief’s positions on key policy issues.

· Ensure messaging is clear and consistent across audiences.

Advocacy Content Creation

· Develop briefing materials, talking points, and handouts for meetings.

· Align all materials with organizational priorities.

Local Advocacy

· Collaborate with nonprofits and advocacy groups to strengthen grassroots efforts.

· Mobilize communities around issues affecting ICNA Relief’s services.

Government Relations Communication

· Serve as liaison between ICNA Relief leadership and government entities.

· Advise leadership on policy impacts to support informed decision-making.

Reporting & Internal Communication

· Provide weekly, monthly, and quarterly updates on public affairs activities.

· Maintain responsive communication with leadership and departments.

Staff Training & Media Engagement

· Train local staff on advocacy strategies and press media engagement.

· Prepare staff to effectively represent ICNA Relief with policymakers and the public.

Additional Responsibilities

· Perform other duties as assigned by the CEO or CSO to support ICNA Relief’s mission.

Qualifications & Experience

· Bachelor’s degree in Public Policy, Political Science, Communications, or a related field (Master’s preferred).

· Minimum 5 years of experience in government relations, public affairs, or advocacy work.

· Proven track record of successful engagement with government officials and agencies.

· Strong understanding of legislative processes and public policy development.

· Excellent written and verbal communication skills, including public speaking.

· Experience in drafting policy statements, advocacy materials, and media content.

· Ability to work collaboratively across departments and with external partners.

· Commitment to ICNA Relief’s mission and values, with cultural competency and community engagement experience.

Position Type/Expected Hours of Work:

Full-time Employee must be available during the core work hours from 9:00 a.m. to 6:00 p.m. Occasional evening and weekend work may be required as an integral part of the job based on the nature of the role and its responsibilities. 

 Work Authorization:

The candidate desiring to be hired by ICNA Relief must have a legal status, social security number and work authorization by the relevant US authorities. The candidate by virtue of applying for this position authorizes ICNA Relief for his/her Background Check, reference check and a Medical Exam on need basis. 

 Travel Requirements:

ICNA Relief is a national organization with operations across various states, therefore the candidate must be willing and prepared to travel for official work/assignment at a 24-hour notice.

 Mandatory Training

Upon joining ICNA Relief the candidate will be expected to successfully complete the mandatory training required of all employees of ICNA Relief such as HIPAA Rules & Regulations, Sexual Harassment, Safety, Health and Environmental protection.
