Organization Background 

PAX sapiens (PAX) is a foundation that uses direct grantmaking/contracts and coordination tools such as convenings, conferences, and information-sharing systems to advance our mission of preventing predictable and preventable global catastrophes through the creation of new systems of collective coordination that build a more peaceful world.  We are also the host of three initiatives in the pandemic prevention portfolio:

  • The PAX
    sapiens political-will initiative, partnering with stakeholders around the world to keep pandemic risk and prevention at the forefront of high-level political discourse. One line of effort is focused on a mechanism to coordinate policy action via a global scientific synthesis body spanning virology, ecology, epidemiology, public health, and other social and natural sciences, to provide regular and sustainable risk reports. 
  • The Pandemic Compensation Initiative, to establish mechanisms to reduce economic barriers to rapid reporting of disease outbreaks.
  • An initiative on mobilizing private-sector funding for pandemic preparedness and response.


Objective and Service Requirements 

This RFP solicits bids from entities to act as a Public Affairs Agency to support the three initiatives within the Pax sapiens pandemic prevention portfolio. The goal is to identify a partner capable of delivering measurable policy impact aligned with our program priorities.

The successful applicant must have:

  1. high-level experience in global health, public affairs, advocacy, stakeholder engagement and coalition-building, and media relations; and
  2. a demonstrated track record of helping clients achieve policy change in the area of global health or development.

The Public Affairs Agency will conduct activities including the following:

  1. Develop a global public affairs strategy and annual work plan aligned with PAX pandemic prevention program policy priorities.
  2. Perform policy landscape analyses in priority countries/regions, identifying leverage points, key decision-makers, and potential allies or coalitions.
  3. Engage and coordinate with policymakers, regulators, funders, international organizations, and civil society groups to advance policy objectives.
  4. Build and manage coalitions, advocacy networks, and strategic partnerships; design and execute coalition campaigns.
  5. Provide media relations support, including earned media strategy.
  6. Monitor policy developments, track milestones, and provide regular performance reporting.
  7. Participate in regular calls, emails, and video conferences.


Deliverables & Performance Timeline 

Deliverables include but are not limited to:

  1. Regular strategic and tactical consultation on public affairs strategy to advance the policy goals of the PAX pandemic portfolio. Implementation of that strategy in partnership with PAX pandemic initiative leads.
  2. Generating meetings and engagement opportunities (such as conferences or workshops) for PAX program leads to advance the policy goals of the PAX pandemic prevention portfolio.
  3. Coalition and alliance engagement plan to advance the policy goals of the PAX pandemic portfolio. Implementation of that plan in partnership with PAX pandemic initiative leads.
  4. Media and publications plans to advance the policy goals of the PAX pandemic portfolio. Implementation of those plans in partnership with PAX pandemic initiative leads.
  5. Progress reports (to be kept at the minimum necessary for tracking).


Proposal Content 

Interested parties must provide by December 22 2025, information indicating that they are qualified to perform the services and have the experience described in the first paragraph of the “Objective and Service Requirements” section above.

Interested parties must also provide a cost estimate for a level of effort needed to have policy impact for the activities described in the “Deliverables & Performance Timeline” section above.


Evaluation/Selection Criteria 

Applications will be judged on the quality of their prior work, and the information provided pursuant to the description in the “Proposal Content” section above.
