Department Information

The Colorado Department of Military and Veterans Affairs (DMVA) has four major operational divisions:  Army National Guard, Air National Guard, Civil Air Patrol, and Veterans Affairs.  These divisions utilize state and federal resources to provide our communities, State, and nation with a ready military force for national defense and State emergency response as well as providing assistance to our Colorado Veterans.

Description of Job

This is a full-time position within the State classified Human Resource Office and will work a combination at-home and desk share when in office.  This position will be engaged in supporting the Human Resource department by performing tasks related to the recruitment/selection/classification/orientation functions of Human Resources.  Duties include, but are not limited to the following duties: 

  • Performing and maintaining all classification and selection functions for classified personnel.  Engaging with candidates at all phases of recruitment. When positions become vacant or a request for a new position arises, analyze position description, perform justification, FLSA status of each position, perform job analysis, and maintain documentation to support classification.  Advising supervisors and employees on all aspects of hiring, promotion, demotion, termination, PDQ and evaluation processes as it relates to the Classified employment system.  This position must be certified in the State’s classification and selection systems in order to perform this function.
  • Designing and ensuring compliance with notification documentation, tracking, and justification, on all classifications and maintaining all recruitment documents per State Personnel Board rules and standard audit practices.  This position will be setting up and maintaining all classified position files, and all recruitment files in a succinct, complete, and professionally competent manner.   Complete RPA’s (requests for personnel actions) for all status changes and updating position changes in the state system. Conducting semi-annual audits to ensure that classification files are complete and accurate.  Reviewing all state positions by conducting annual reviews and any files over five years, work with the supervisor to review, update and ensure the relevancy of PD’s.
  • Identifing areas of retention difficulties and preparing a semi-annual report to the Human Resource Director identifying high turnover areas, possible reasons (i.e. supervisors, pay, environmental conditions, difficult qualifications, etc.).  Providing recommendations to improve turnover rates and cost of those recommendations.
  • Working with HR team, define the department orientation and delivery vehicle to ensure consistency and complete knowledge of the DMVA organization.  Orientation will be delivered in conjunction with the HR Specialist II, developing and presenting an orientation to all new supervisors regarding the management of classified personnel in the areas of the hiring process, the performance management process, corrective actions, rights, responsibilities, interviewing, terminating, promotions, etc. to ensure they are knowledgeable of how to manage a State employee, as well as preparing orientations for current employees as a refresher.
  • Working with supervisors in the recruitment of positions.  Providing advice on proper recruitment methods, and various ways to engage in recruitment within the State personnel system based upon the desires of the hiring authority.   This position must be certified in the State’s recruitment and selection program in order to perform this function independently.  Maintaining documentation of recruitment files and demonstrating the ability to work within the State’s computerized announcement system, Neogov.  Identifying options for recruitment in difficult areas.
  • Notifying all proper personnel of new hires, preparing new hire materials to include RPA, file creation, new hire preparation to supervisors, follow-up with new hires, and updating internal tracking mechanisms.  
  • Assisting with other HR priorities, surveys, cross-training, filing, and improving internal HR systems.

MINIMUM QUALIFICATIONS:

Seven (7) years of professional level human resource experience.   Preference will be given to Incumbents who have completed professional classification, recruitment, and selection training (please attach copies of certification to this on-line application).  Note:  resumes submitted in lieu of an official on-line application will not be accepted.

Bachelor’s Degree with at least three years of professional level human resource experience.  Preference will be given to Incumbents who have completed professional classification, recruitment, and selection training (please attach copies of certification to this on-line application). Substitutions:
Education from an accredited institution in Human Resource Management, Business Management, Public Administration, Personnel Administration, Industrial/Organizational Management or closely related field may substitute for the required experience on a year-for-year basis (transcripts must be provided at the time of on-line application).
