Are you a strategic thinker who thrives on helping organizations navigate complex changes? The Oregon Department of Justice (DOJ) is seeking an Organizational Change Manager (OCM) to lead change management efforts for our Legal Tools Modernization Program—a multi-year initiative transforming how DOJ delivers critical services to our clients, customers, and constituents.
This is not a back-office role. You will sit at the table with agency leaders, influence decision-making, and design and carry forward actionable strategies that help DOJ employees adapt to new systems and processes. Your work will directly impact DOJ’s ability to serve Oregon’s communities effectively and efficiently and to deliver on Attorney General Rayfield’s Strategic Vision.
At this time, the position is Limited Duration through June 30, 2027, but is likely to be extended or changed to permanent in the future. A rotational opportunity may be offered if the best candidate is a current Department of Justice employee.
This opportunity is a hybrid position of remote and in-office work. The office location is the Justice Building in Salem. Occasional travel to office locations throughout Oregon may be required.
What You’ll Do:
Lead Change Management Strategy: Develop and implement OCM plans using the Prosci ADKAR model, including communication, coaching, and reinforcement strategies.
Drive Engagement: Build trust and foster collaboration across divisions, ensuring employees feel supported through change.
Communicate with Impact: Deliver clear, timely, and audience-specific messaging to executives, managers, and staff.
Coach Leaders: Equip managers with tools and strategies to champion change within their teams.
Monitor & Adapt: Assess readiness, track adoption metrics, and adjust plans to ensure success.
Collaborate Across Teams: Work closely with project managers, business analysts, technical experts, and vendors.

Preferred Qualifications:
Prosci Practitioner or similar certification.
Experience with large-scale IT modernization projects.
Familiarity with project management tools (Project, SharePoint, Teams).
Three to five years of change management experience.
Experience in management or team lead roles within the past five years.
Minimum Qualifications
Bachelor’s degree in business, public administration, behavioral/social sciences, or related field AND four years of professional-level analytical and planning work;
OR
Equivalent combination of education and experience (seven years total).
AND
Finalists must pass a comprehensive employment reference check and fingerprint-based criminal background check. A driver history check will be included for positions requiring state vehicle driving privileges. Adverse findings will be evaluated to determine eligibility for the position.
Agree to comply with specific security and confidentiality requirements of the department and its business units.
Must have and maintain a valid Oregon Driver’s License.
Work experience is based on a 40-hour work week. (Example: 20 hours a week for one year would equal six-months of work experience.)
