About the Work Unit
This position works in the Colorado High Performance Transportation Enterprise (HPTE) which was created in 2009 as an independent, government-owned business within CDOT but is overseen by a separate Board of Directors that includes external stakeholders from four geographic regions appointed by the Governor. HPTE is now doing business as the Colorado Transportation Investment Office (CTIO). CTIO is an “enterprise” for purposes of Section 20 of Article X of the State Constitution as long as it retains the authority to issue revenue bonds and receives less than 10 percent of its total revenues in grants from the state and local governments.
In 2024, the Colorado legislature passed, and the Governor signed, SB 24-184, which significantly expanded CTIO’s responsibilities to include implementation of new fee funds, derived from vehicle rentals, which are dedicated to supporting the state’s transit and rail programs. The law specifically notes Front Range Passenger Rail and Mountain Rail between Denver and northwest Colorado as areas of focus for these project dollars. This law significantly expands CTIO’s already existing responsibilities to pursue transit and rail projects.
CTIO has the legal responsibility to aggressively seek out opportunities for innovative and efficient means of financing and delivering important surface transportation infrastructure projects in the state. It has the statutory power, among others, to impose tolls and other user fees, to issue bonds, and to enter into contracts with public and private entities to facilitate Public-Private Partnerships (P3s).
Since 2015, CTIO has been building its capacity for Express Lanes operations. CTIO currently has 176 lane miles of Express Lanes in operation and an additional 47 lane miles of Express Lanes under construction. As the operator of the Express Lanes Network, CTIO oversees the operation, maintenance, and performance of the entire Express Lanes network.
About the Position
The Budget and Policy Analyst works with the Enterprise Director and staff to keep informed about what projects are eligible for Enterprise funding and what the priorities are. This position's main areas of focus are: coordinating with the Deputy to create and manage the Annual Enterprise Budget; assisting in forecasting the Annual Revenues for the Enterprise; producing Budget Supplements and Amendments; reviewing Revenue Forecasting (Monthly, Quarterly, Annual, Long-Range) with the Enterprise Director. and resource Allocation (Long Range Allocations).
This position additionally coordinates Enterprise budget activities with the CDOT Department of Accounting and Finance, Program Directors and Engineers; provides ongoing verbal and written communications to Enterprise decision makers and the Department's Executive Management; produces materials (memos, presentations) for the Transportation Commission, the CTIO Board of Directors, and the Bridge Enterprise (BE) Board of Directors on a regular basis; supports Business Process Experts in enterprise-level financial reporting (SAP, etc.) ; leads. meetings that result in clear milestones and deadlines; works with CDOT business managers and engineers on project budget management and coordinates with Deputy on changes/updates, etc.; implements budget actions and ensures all steps in the budget process are followed
