Position Overview:

The Government Affairs Specialist (Manager, State Government Affairs) supports Sutter Health’s State Government Affairs team by monitoring, analyzing, and summarizing proposed legislation and regulations that may affect the organization. The position maintains and updates the team’s legislative and regulatory tracking systems and provides project management and administrative support to ensure timely and accurate execution of departmental activities.

The Specialist assists in managing information related to elected officials and public policymakers, including maintaining master lists, rosters, and calendars. The role prepares internal and external communications, supports the coordination of government affairs related events and meetings, and contributes to the overall implementation of Sutter Health’s state policy priorities. This position is primarily internally focused and does not include direct lobbying responsibilities.

• Provides project management and administrative support for the State Government Affairs team, including material preparation, correspondence, scheduling, and event or project logistics.
• Monitors, reads, and analyzes proposed legislation and regulations; prepares written summaries and internal briefing materials.
• Maintains and updates legislative and regulatory tracking databases, master lists, rosters, and calendars.
• Supports relationship management activities by organizing and maintaining information related to elected officials, policymakers, and key stakeholders.
• Drafts, edits, and updates content for internal communications and external correspondence.
• Assists with preparation for hearings, meetings, webinars, and other government affairs related activities.
• Performs other duties as assigned to support departmental and organizational objectives.

Job Description:

EDUCATION:

  • Equivalent experience will be accepted in lieu of the required degree or diploma.
  • Bachelor's: Healthcare Administration, Public Administration, Public Health, Public Policy, or related field


TYPICAL EXPERIENCE:

  • 8 years recent relevant experience


SKILLS AND KNOWLEDGE:

• Strong policy analysis and critical‑thinking skills.

• Working knowledge of state legislative and regulatory processes.

• Familiarity with strategic planning concepts and organizational decision‑making.

• Proficiency in Microsoft Excel, Outlook, PowerPoint, and Word.

• Ability to set priorities, manage multiple assignments, and meet deadlines.

• Strong verbal and written communication skills, with the ability to convey complex information clearly.

• Ability to establish and maintain cooperative working relationships across all levels of the organization and with external partners.

• Ability to facilitate discussions, exchange information, and support collaborative problem‑solving.

• Demonstrated discretion and professionalism in handling sensitive information.

Pay Range is $55.18 to $82.77 / hour

The compensation range may vary based on the geographic location where the position is filled. Total compensation considers multiple factors, including, but not limited to a candidate’s experience, education, skills, licensure, certifications, departmental equity, training, and organizational needs. Base pay is only one component of Sutter Health’s comprehensive total rewards program. Eligible positions also include a comprehensive benefits package.
