The Oregon Department of Veterans’ Affairs has a full-time opportunity available for a Home Loan QC & Compliance Specialist (Operations and Policy Analyst 2) located at ODVA Headquarters in Salem, Oregon.

The Oregon Department of Veterans' Affairs (ODVA) and its partners help veterans and their families’ become homeowners. Oregon is one of the few states in the nation with its own Home Loan Program, a separate and distinct program from that offered by the federal VA.

What you will do! 

As our Home Loan QC & Compliance Specialist, you will evaluate program operations for compliance with applicable laws, rules, and internal policies, conduct quality control reviews and operational analyses, identify compliance risks, systemic issues, and process gaps. You will develop written findings and recommend corrective actions and procedural improvements by functioning 

in an analytical and advisory capacity as a member of a collaborative team of home loan specialists.

This is a full-time, permanent position represented by a union. 

 

What are we looking for? 

Minimum Qualifications: 

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work. OR 

  • Any combination of experience and education equivalent to five (5) years of experience that typically supports the knowledge and skills for this position.

  • Federal and State of Oregon mortgage lending and servicing regulations 

  • Administrative rules and compliance frameworks 

  • Quality control and audit methodologies 

  • Mortgage servicing, escrow administration, and payment processing 

  • Business and organizational analysis principles 

  • Information systems supporting mortgage operations

Skills and abilities to: 

  • Analyze complex regulatory and operational information 

  • Evaluate program processes and identify compliance risks 

  • Interpret laws, rules, and policies and translate them into operational guidance 

  • Conduct detailed file and data reviews with accuracy and consistency 

 

Additional Requirements:  

This position requires successful completion of a fingerprint based criminal history background check through the Oregon (LEDS) and National (NCIC) law enforcement data systems.

This position will be based out of ODVAs Salem Office; however, the successful candidate may be eligible for hybrid (work from home/in office) work schedule after training is completed. The logistics of hybrid work will need to be worked out with the Hiring Manager prior to your hire and may be changed at any time given specific job duties and business needs. Remote work is evaluated periodically to ensure business needs are being met and can be adjusted at any time ODVA will provide necessary hardware (laptop, monitor, keyboard, mouse, and cell phone) for an employee to successfully work from home. This position may require some travel to ODVA offices and sites on an as-needed basis. At ODVA sites, you will have access to a workspace, however, it may be shared with other employees.
