The OSFM is recruiting two (2) Fire Risk Reduction Specialists (Operations & Policy Analyst 3) for each of the following districts:
District 1 (Columbia, Tillamook, and Lincoln counties)
District 6 (Klamath, Lake, Harney, and Malheur counties)
As a Fire Risk Reduction Specialist (FRRS) you will prepare communities for wildfire by identifying, defining, and prioritizing the risk to Oregon communities, and utilizing an integrated and strategic investment of resources to reduce fire occurrence and impact. With a primary focus on the built environment, targeted efforts include improvement of structural resiliency to wildfire, enhancement of defensible space for homes and surrounding structures, ensuring adequate access and egress in the event of wildfire events, and overall improvement of structural fire prevention efforts through community risk reduction efforts.

Position Details
These are full-time, permanent positions and are represented by the American Federation of State, County, and Municipal Employees (AFSCME) union.
These positions will work remotely in their assigned district.
This position is eligible for Police & Firefighter (P&F) Public Employees Retirement System (PERS).
The salary listed is the non-PERS qualifying salary range. When the successful candidate is PERS qualifying, the salary range will reflect the additional 6.95%.

Minimum Qualifications:
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work. OR;
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.
Special Qualifications:
Requires a valid drivers’ license with an acceptable driving record.
The expectation for this position is that employee will be able to maintain a 45-minute or less response time to the border of their district.

Successful candidates must possess or be able to obtain the following certifications:
Within six (6) months of hire:
Complete FEMA – Emergency Management Institute Independent Study Courses 100, 200, 700, and 800
Complete National Fire Academy online course: Intro to Community Risk Reduction
Complete National Fire Academy online course: Intro into Community Risk Assessment
Within one (1) year of hire:
Complete National Wildfire Coordinating Group (NWCG) S-130 Firefighter Training (Wildland) and S-190 Introduction to Wildland Fire Behavior
The Ember Alliance “Leading the Modern CWPP Process” course or equivalent
Fire Instructor - I; M-410 or equivalent
Coalitions and Collaboratives Community Wildfire Mitigation Best Practices long course
Within two (2) years of hire:
Complete NIMS and/or NWCG training for Liaison Officer (LOFR) position
NWCG S-290 Intermediate Wildland Fire Behavior
ICS-300 Intermediate Incident Command System and ICS-400 Advanced Incident Command System

Preference will be given to candidates who hold the Certified Wildfire Mitigation Specialist (CWMS) credential through the Nation Fire Protection Association (NFPA), or who are qualified to serve on a Community Mitigation Assistance Team (CMAT).
