Summary of Job

This position requires a working knowledge of state and local laws governing the functions of the city clerk’s office.  A thorough knowledge of City, State and Federal election laws, and of all statutes and ordinances pertaining to liquor, malt beverage and city licenses.  Considerable judgment and a high degree of proficiency is required to perform the duties of this position.  Employee is responsible for maintaining voter and election information, city licenses, and general office functions.  This position is responsible for preparing license applications and licenses issued by the City.

Tasks Routinely Performed

 Election Activities:

  • Maintains voter registration records in the state voter registration system and filing system.
  • Assists with the preparation of the voting machines.  
  • Prepares poll lists, compiles election materials and data for distribution to election workers.
  • Maintains a list of regular absentee voters, sends ballots to these voters, and records the returns of each absentee voter voting by mail, fax and e-mail in the office before election.   Maintains files of all servicemen and overseas electors requests for absentee voters.
  • Registers voters during the year and during the close of registration prior to each election.  Issues voting certificates to voters whose name will not appear on poll lists.
  • Prepares, on request of voter, a voter affidavit letter which is used in traveling or to establish Wisconsin residency.
  • Orders and maintains election and machine supplies for elections.
  • Assists voters in the election process to ensure their right to vote.
  • Assists with certification and maintains records on voter registration deputies and poll workers.
  • Prepares report on election returns after elections.
  • Prepares public notices and ballots for City elections, materials for candidates for City Offices and materials for elections at the nursing and assisted living homes.
  • Provides specific election statistics to individuals and organizations as requested.
Licensing:
  • Prepares license applications for all license holders, to include 1 year and 2-year bartender licenses, class “C” wine, soda water, cigarette, liquor and beer, liquor stores and grocery stores, snow removal, dance floor, animal establishment, taxicab company and taxicab driver, theater, mobile home park, and miscellaneous licenses.
  • Utilizes standalone licensing programs to issue licenses and maintain records of license holders.
  • Provides information regarding statutory requirements for liquor/beer licenses and assists with processing applications and transfers.
  • Prepares notices for liquor publication in newspaper for Class A and Class B beer/liquor applicants.
  • Prepares monthly lists of requests for licenses for the Public Policy and General Government Committee and sends reports of all liquor applications to the Department of Revenue in Madison.
  • Maintains hard copy files for all license holders.
Miscellaneous:
  • Answers telephones and performs other office functions.
  • Assists with special assessment inquiries.
  • Process incoming and outgoing mail.
  • Responds to inquiries for City information from the general public.  
  • Maintains records to accommodate dissemination of information.

Qualifications

  • Graduation from high school or equivalent, continuing education through the State mandated programs such as courses on elections and licensing, and a minimum of five years office experience.
  • Obtain WisVote certification.
Physical Demands:
  • Frequent repetitive movement of arm and neck while speaking on the telephone or typing.
  • Occasional standing and walking.
  • Frequent sitting at desk while using PC, calculator, and telephone.
  • Occasional bending, crouching, stooping or kneeling.
  • Occasional lifting of material over 20+ lbs.

Essential Knowledge & Skills

  • Thorough knowledge of Chapters 5-12, Wisconsin Statutes pertaining to elections.
  • Knowledge of voting machines and voting assistance machines used in the City of Stevens Point.
  • Thorough knowledge of Chapter 125, Wisconsin Statutes pertaining to malt beverage and liquor licensing.
  • Thorough knowledge of City ordinances pertaining to licensing.
  • Knowledge of general office procedures.
  • Ability to keep accurate and up-to-date records.
  • Ability to deal effectively with members of the general public and city staff.
  • Considerable knowledge of the operation of personal computers and the corresponding computer programs.
  • Ability to operate complex office machines (such as computers/computer programs, voting machines, calculators, fax machines, and copiers).
  • Ability to type a minimum of 55 words per minute.
  • Ability to perform data entry accurately.
  • Ability to maintain confidentiality.
