DESCRIPTION

An employee in this class is responsible for processing voter registration cards, assisting with the preparation for elections, and providing general support to the Elections Director and the office as needed. Other duties include entering data and maintaining the database, preparing reports, assisting candidates, voters, precinct officials and others. Work requires that the employee exercise sound judgment in working with the public and providing them with the proper information. Work procedures are well established and generally are readily available. Work is performed under the supervision of the Elections Director and is evaluated through conferences, observation, and review of and work generated.

DUTIES

  • Assists the Director in planning, coordinating and conducting voter registration at designated places within Bladen County.
  • Maintains accurate voting precinct maps.
  • Assists the Director in planning, coordinating and conducting county, state and federal elections, which includes securing polling sites; recruiting, training and supervising poll chairmen and managers; preparing, assembling and distributing voting materials; programming and setting up voting machines; monitoring polling sites on election day; collecting and counting ballots; reporting ballot totals to appropriate authorities.
  • Inspects voting machines to ensure proper working condition prior to elections.
  • Oversees the use and maintenance of computer programs used in voter registration / election processes.
  • Distributes and processes absentee ballots.
  • Ensures the proper storage and security of all ballots.
  • Coordinates candidate filing procedures.
  • Prepares public notices for advertisement in local newspaper.
  • Receives and responds to public inquiries, requests for assistance and complaints regarding voter registration / election policies and procedures.
  • Plans and gives presentations to various groups to discuss voter registration and election procedures and issues.
  • Performs routine administrative / clerical work as required, including preparing reports and correspondence, preparing mass mailings, processing daily mail, copying and filing documents, entering and retrieving computer data, answering the telephone, ordering supplies, sending and receiving faxes, etc.
  • Performs related duties as required.

KNOWLEDGE, SKILLS AND ABILITIES

  • Thorough knowledge of the methods, procedures and policies of the Elections Department as they pertain to the performance of duties of the Deputy Director.  
  • Thorough knowledge in the areas of voter registration and election administration. 
  • Comprehensive knowledge of the terminology and various professional languages used within the department.  
  • Considerable knowledge of the functions and interrelationships of the County and other governmental agencies.  
  • Knowledge of the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. 
  • Knowledge of the reports, records, files and letters which must be prepared, processed and maintained in order to meet legal requirements.  
  • Knowledge of the standard equipment used in public elections; is able to make minor repairs and adjustments to equipment as necessary. 
  • Knowledge of proper English usage, punctuation, spelling and grammar.  
  • Knowledge of modern office practices and technology; has skill in the use of computers for word and data processing and records management.  
  • Knowledge of the occupational hazards and safety precautions of the industry. 
  • Ability to offer assistance to the public and others as necessary in explaining voter registration and election procedures and requirements. 
  • Ability to make sound, educated decisions.  
  • Ability to offer training and assistance to subordinates, volunteers, and employees of other departments as required.  
  • Ability to take the initiative to complete the duties of the position without the need of direct supervision.   
  • Ability to plan, organize and prioritize daily assignments and work activities. 
  • Ability to demonstrate good organizational, technical and human relations skills.  
  • Ability to learn and utilize new skills and information to improve job performance and efficiency. 
  • Ability to read and interpret relatively complex materials pertaining to the responsibilities of the job.
  • Ability to assemble and analyze information and make written reports and records in a concise, clear and effective manner.        
  • Ability to maintain effective relationships with personnel of other departments, professionals and members of the public through contact and cooperation. 
  • Ability to react calmly and quickly in emergency situations. 

EDUCATION AND EXPERIENCE REQUIREMENTS

High School graduation supplemented by one or two years of general administrative experience, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.

Special Requirements

  • Valid North Carolina driver license
  • Must possess State Election Commission Certification or be able to obtain within the required time period.
