Summary

The Chief Deputy assists in managing day-to-day election operations, ensuring compliance with all applicable laws, policies, and regulations. This role schedules, coordinates, and oversees temporary and permanent staff while supporting all phases of elections and voter registration. The position provides operational and administrative leadership, including acting on behalf of the Elections Administrator when required. Responsibilities also include coordinating voter registration functions, monitoring resources, and supporting the development and implementation of departmental procedures.

Essential Duties

  • Assists in managing all election operations, including early voting, Election Day activities, mail ballot processes, and voter registration functions.
  • Supervises, trains, schedules, evaluates, and disciplines permanent and temporary staff; serves as acting Elections Administrator when required.
  • Oversees budgeting processes, including developing the department budget, monitoring expenditures, and managing payroll, invoices, accounts payable/receivable, and election cost reconciliations.
  • Ensures compliance with federal, state, and local election laws; monitors legislation and implements required procedural changes.
  • Maintains and processes candidate filings, campaign finance reports, contribution and expenditure reports, and related public records.
  • Coordinates with internal departments, political subdivisions, and state and federal agencies to ensure accurate data sharing, reporting, and legal compliance.
  • Manages record retention schedules, standardized documentation, and archival of election results and voter registration data.
  • Oversees procurement, maintenance, testing, deployment, and security of voting equipment, election systems, electronic pollbooks, and GIS/redistricting systems.
  • Assists Election Systems Specialist with designs, programs, proofs, and verifies paper ballots and electronic ballot styles; manages ballot printing, distribution, and tracking.
  • Coordinates polling place selection, facility communication, supply distribution, site logistics, and support for Early Voting and Election Day operations.
  • Provides technical support for voting systems and assists with equipment programming, database backups, and system accuracy checks.
  • Assists with producing election reports, results, public information outputs, and media materials across various platforms.
  • Responds to public inquiries, assists voters, prepares correspondence, and supports voter education and outreach efforts.
  • Serves as liaison with the news media, elected officials, candidates, and community partners regarding election processes.
  • Conducts analyses of operational issues, recommends improvements, and ensures best practices in service delivery.
  • Coordinates and provides training for staff, election workers, and government agencies on election procedures and systems.
  • Oversees the preparation and distribution of election materials, supplies, precinct maps, and site-specific instructions.
  • Ensures security and chain-of-custody controls for ballots, voting equipment, and election records.
  • Attends required meetings, trainings, and public events; remains available for extended or irregular hours due to the critical nature of elections.
  • Performs other related duties necessary to support the effective and lawful administration of elections.

Position Requirements

Bachelor’s degree or equivalent job-related experience with at least 3 years of supervisory experience. Current Texas driver’s license and automobile liability insurance are required.  Must be able to perform the essential functions of the position, including sustained concentration, extended work hours during peak periods, and working effectively in a fast-paced, high-pressure environment.

Supplemental Information

KNOWLEDGE, SKILLS, AND ABILITIES

Strong knowledge of Election Code, Texas Alcohol Beverage Code, Ethics Commission rules and schedules. Basic knowledge of Microsoft Office; One (1) year of clerical experience and typing speed of at least 50 wpm.  Must have the ability to multi-task in a high stress environment. Strong interpersonal skills while supervising a large, diverse group of employees.  Knowledge of general office practices and procedures, county government organization and services and customer service principles.   Skill or ability to: Maintain records, use word processing and spreadsheet functions, read and understand instructions, spell and use correct grammar, prioritize and schedule work to meet deadlines, communicate effectively verbally and in writing, work independently in the absence of specific instructions and establish and maintain effective working relationships with county employees and the public.   

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

Maintain the ability to occasionally stand, walk, kneel, and bend during the shift; Reach, grip and use fine dexterity; Push and pull objects; Occasionally flex upper trunk forward at the waist and partially at the knees; Occasionally lift and carry up to 30 pounds; Occasionally rotate upper trunk to the left or right while sitting or standing; place arms above, at or below shoulder height; Use of vision and depth perception; Talking and hearing. Generally, works indoors at a moderate noise level.
