Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness

The Legislative Analyst is a key member of LAHSA’s Policy and Legislative Affairs team, involved in developing and implementing the agency’s advocacy efforts to our area’s policy makers, especially locally. Reporting to the Manager for Legislative Affairs, the Legislative Analyst is charged with the following:

Essential Job Functions

  • Meet regularly with stakeholders in local government, including elected officials and their staff and staff from partner agencies.
  • Monitor, analyze, and track proposed legislation, motions, and budget proposals from various levels of government including at the municipal, county, state, and federal level.
  • Attend public meetings to stay apprised of proposed legislation, motions, and policy changes that affect LAHSA’s work.
  • Prepare public comments and letters of support on pending legislation and policies that pertain to LAHSA’s mission.
  • Work with appropriate staff across the agency on report backs in response to motions from city councils and County Board offices.
  • Liaise with local, county, state, and federal policy makers and their staff to educate about LAHSA’s programs and work and other issues relating to homelessness and housing.
  • Strengthen relationships with existing elected and appointed officials.
  • Work with management and leadership team to develop and execute LAHSA’s legislative agenda and priorities to formulate strategies to advance these priorities.
  • Keep LAHSA executive team, Commission, and staff apprised of bill activity.
  • Recommend LAHSA positions and strategies regarding pending legislation.
  • Prepare briefings, legislative memos, talking points, and other materials as needed for LAHSA staff and executive team.
  • Coordinate and facilitate meetings or convening groups as assigned.
  • Present before the LAHSA Commission, committee meetings, community organizations, and other public settings.
  • Oher duties as assigned. 

Knowledge, Skills & Abilities

  • Intricate knowledge of legislative process and procedures at the municipal, county, and state level.
  • Comfort communicating with a variety of personalities.
  • Experience interacting with elected officials and staff.
  • Strong oral and written communication skills.
  • Knowledge of homeless services system preferred but not required.

Training & Experience

  • At least 2 to 5 years of full-time relevant work experience.
  • Experience and knowledge in homeless services delivery system and/or policies is ideal.
  • Bachelor’s or Master’s degree from an accredited college or university with focus in Public Policy, Public Administration, Communications, Urban Planning, Social Welfare or Business strongly preferred.
  • Any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully.

License Requirement

  • A valid California Class C driver's license is required at the time of hire. Employees must have a good driving record for a minimum of three (3) years. 

Schedule: The Chief Executive Officer or designee may change the schedule of positions between hybrid and onsite, as necessary to accomplish LAHSA's business needs.

Note: This position is temporary and funded through June 30, 2026. 

Residency Requirement: This position requires the employee to reside within the State of California. Proof of residency may be requested as part of the onboarding process to ensure compliance with organizational and operational requirements.
